What kind of cookie is this?? And does anyone know a recipe to make it?

My Fiancé gets these cookies for Christmas from friends, and the Woman who makes them refuses to share her “super-secret” recipe. I am guessing that these are either shortbread or sugar cookies, but I could be mistaken. The decorations look to some kind of hardening frosting. Please HELP!! I crave these All year! (so does my Fiancé-LOL). Thank you everyone! P.S. Does anyone happen to know the recipe for the frosting as well??
