Preheat oven to 400F. Drop the cookie dough by rounded teaspoonfuls 2 inches apart on ungreased baking sheet. Cover the bottom of a 3-inch, flat-bottom glass with water and dip the glass in additional sugar. Press the top of a cookie some of the glass to flatten. Repeat, coating the glass with water and dip into sugar before pressing each cookie. Bake the cookies until lightly browned, about 8 minutes. Cool on baking sheets for 2 minutes. Transfer to wire racks to cool completely. Store in airtight containers. Tip: To biscuits rich butter flavor, substitute 3 / 4 cup brown sugar for granulated sugar and omit the lemon zest. Proceed as recipe directs, the use of sugar granulated to flatten the cookies.
